Founder & CEO
The Citizen Group is led by Anthony Gualtieri, a legal and policy professional with experience operating inside and alongside public institutions in Canada and the United States.
Anthony’s work centers on situations where public decision-making is complex, scrutiny is high, and outcomes are uncertain. Trained in law and public policy, he has advised organizations navigating regulatory and compliance regimes, cross-border policy environments, and administrative processes involving procurement, trade, and national security considerations.
His experience spans moments before engagement begins, while decisions are being shaped, and when institutional processes push back. He is frequently engaged where expectations are misaligned, procedural risk is elevated, and credibility matters as much as access.
His approach reflects the view that while access matters, credibility and preparation ultimately determine outcomes within public institutions.
